To disseminate information gleaned from the experiment stations’ research, the Smith-Lever Act of 1914 created a Cooperative Extension Service associated with each land-grant institution. A major portion of the federal funds must be matched by the state. The amount of this appropriation varies from year to year and is determined for each state through a formula based on the number of small farmers there. The Hatch Act authorized direct payment of federal grant funds to each state to establish an agricultural experiment station in connection with the land-grant institution there. At different times money was appropriated through legislation such as the second Morrill Act and the Bankhead-Jones Act, although the funding provisions of these acts are no longer in effect.Ī key component of the land-grant system is the agricultural experiment station program created by the Hatch Act of 1887. The states used the proceeds from selling those federal lands to establish a public institution to fulfill the act’s provisions. The first Morrill Act provided grants in the form of federal lands to each state. Over the years, land-grant status has implied several types of federal support. The original mission of these institutions, as set forth in the first Morrill Act, was to teach agriculture, military tactics, and the mechanic arts as well as classical studies so members of the working classes could obtain a liberal, practical education. “This is another example of how we are truly changing Maryland for the better.A land-grant college or university is an institution that has been designated by its state legislature or Congress to receive the benefits of the Morrill Acts of 1862, 1890, and 1994. “We are proud that Maryland leads the nation in expanding opportunities for women and girls,” said Governor Hogan. In Maryland, women earn 86 cents for every dollar a man earns. However, Maryland is helping to close the gap, exceeding the national average. News reported that on average, in the United States, women earn 82.4 percent of what men earn in their weekly wages. While men still hold more management positions than women in every state, Maryland is helping lead the way to change by having one of the smallest disparities. Maryland also scored high in the category of representation and power. The University of Maryland, Baltimore County, for example, strives to offer female scholars support and mentorship, through initiatives like its Center for Women in Technology and the Meyerhoff Scholars Program. Many Maryland educational institutions make it a goal to ensure females have equal opportunities in all fields, especially STEM where they have been underrepresented. Gender equality in higher education has proven to be a success in the state as well. Experts say K-12 education has been prioritized under the last two governors. Maryland’s ranking was boosted by its first place metric in education. The ranking is based on five categories: education, economy, health, representation and power, and family planning and care. 1 in the list, Best States for Gender Equality, recently released by the U.S.
